What an organisation may do at all, set by server staff. Ranks can only pass on what it holds.
A capability is something an organisation may do at all: trade, keep an item list, receive exports, oversee the organisations below it, and so on. Server staff set them for each organisation and can change them as the story changes, for example when a Hold loses its right to create stores, or a new power rises.
Inside an organisation, ranks hand the matching permissions to members as usual. A rank can only use the permissions of capabilities its organisation holds. If a capability is switched off, those permissions stop working for every rank, the head included, and come back when it is switched on again. Records made before stay as they were.
