How far a reaching capability goes: everything below, chosen organisations too, or the whole server.
Oversight and governance reach other organisations. Their scope says how far:
- Everything below it: every organisation under this one. The usual choice.
- Below it and chosen organisations: also the organisations server staff pick, and everything under them. For a guild with chapters elsewhere, or a merchant house that owns shops in several Holds.
- The whole server: every organisation.
The watch also has Its Hold (its default) and Where its ruling faction rules (the Holds its ruling faction holds). Who rules a Hold isn’t a scope: it is the ruler’s own setting.
A capability never reaches upwards (only the watch looks up to its own Hold): a store can’t see into its Hold, however its Hold is set up.
