Low, Medium or High: a law may give a different punishment for each, and a charge picks one.
A law may give its punishment by severity: Low, Medium and High, each in words with its condition. When a case charges someone under that law, the judge picks the severity and sees its words; the charge keeps the severity and the words as they read then. The judge still sets the amounts and times in the sentence.
